Important Disclaimer: Legal Status of Curb Painting in California
Our research shows that the legality of address number painting in California is complex and determined entirely by local city and county ordinances. Unlike many states with statewide bans, California has a "permit-only" system.
Many large cities (like Los Angeles and San Diego) do allow curb painting, but only through strict, formal permit programs. These permits are typically granted only to licensed, insured contractors or non-profit organizations that follow exact city specifications.
Unauthorized address number painting by a homeowner or an unpermitted company is illegal and classified as graffiti or defacement of public property. You cannot simply decide to paint your own curb numbers.
A possible exception: These local laws may not apply if your home is in a private community or Homeowners Association (HOA) that privately owns and maintains its own roads and curbs. In this specific case, the HOA's rules would apply. You must consult your HOA board and governing documents.

Los Angeles
Status: Permit Required.
The city has a formal "Curb Address Program" regulated by the Board of Public Works. Per LAMC 62.100, only contractors who have obtained a Class "A" permit, are insured, and follow exact color/size specifications are legally allowed to perform address number painting in California's largest city. All other painting is considered graffiti.
San Diego
Status: Permit Required.
The city's Development Services Department states that painting curb numbers is regulated. It may only be done by contractors who have a "Street/Sidewalk Vending License" and a "Public Right-of-Way Permit." The city also partners with non-profits for this service. Unauthorized curb painting is a code violation.
San Francisco
Status: Explicitly Prohibited.
The San Francisco Public Works department is very clear. Their graffiti abatement FAQ states: "Painting of curbs (other than by SFMTA for parking control) by residents or businesses is not permitted and is considered a graffiti violation." This includes address numbers.
Sacramento
Status: Permit Required.
The city has a Curb Address Painting Program. Only non-profit organizations that enter into a specific agreement with the city are authorized to paint curb numbers. Any painting by an unauthorized group or individual is a code violation.
San Jose
Status: Prohibited.
The city's code Sec. 13.20.100 ("Unauthorized markings") prohibits any person from painting or marking any public sidewalk or curb without a permit from the Director of Public Works. The city does not offer permits for residential address number painting, making the practice illegal.
